What is the aim of the EAA Voluntary Continuing Professional Development (CPD) Scheme? |

The EAA launched its CPD Scheme in May 2005. The Scheme, which has been running on a voluntary basis, aims to enhance the competence of estate agency practitioners and keep their professional knowledge up to date in order to enhance the trade’s continuing contribution to Hong Kong’s economic development. To strengthen public confidence and consumer protection through building a culture of professionalism and encouraging adherence to ‘best practice’ among practitioners. CPD Attainment Target

Under the voluntary CPD Scheme, what is the CPD attainment target? |

Each CPD period shall be a 12-month period commencing on 1 October each year and ending on 30 September the following year, irrespective of the length and expiry dates of the licenses. The CPD attainment target for each CPD period is 12 CPD points.
If a licensee does not hold a valid licence throughout the whole 12-month CPD period (e.g. new licensee or licensee who renews his licence sometime after its expiry), his CPD attainment target for that CPD period will be adjusted on a pro-rata basis (Please see Annex D of the Voluntary CPD Scheme Guidelines for details).

Incentives

What kind of incentives are available to encourage licensees to participate in the voluntary CPD Scheme? |

Individual
(1) Certificate of Attainment and CPD Attainment Symbol
Practitioners who have acquired the CPD attainment target for a CPD period will be awarded a Certificate of Attainment and a CPD Attainment Symbol. No prior application is necessary. The CPD Attainment Symbol will be printed on the estate agent card issued by EAA upon licence renewal (applicable only to the coming licence renewal). Awardees will also be entitled to print the CPD Attainment Symbol on their business cards. They could also assist the estate agency shop for which he is working in applying for the CPD Mark for Estate Agencies (see below).
(2) Premium CPD Attainment Symbols
To recognise licensees’ continuous effort in enhancing their knowledge through participation in CPD activities, with effect from the CPD period commencing 1 October 2013 and ending 30 September 2014, Silver Symbols and Gold Symbols will be presented to licensees who have respectively achieved the CPD attainment target for three consecutive CPD periods and five consecutive CPD periods.
These premium Symbols would be different from the standard Symbol for one CPD period. For details, please see Section 9 of the Voluntary CPD Scheme Guidelines.
Estate Agency Shop
(3) CPD Mark
As at the 1st day of October of each year, holders of Statement of Particulars of Business (SPOB) with 80% or more of their employed licensees (amongst which there must be the branch manager), having been awarded the CPD Attainment Certificate for the CPD periods immediately preceding their current individual CPD periods may apply for the award of a CPD Mark for Estate Agencies (“CPD Mark”) through the submission of a Voluntary Declaration Form for CPD Mark for Estate Agencies.
(4) Premium CPD Mark
A Silver CPD Mark or Gold CPD Mark (collectively “Premium CPD Mark”) be awarded to agency shops which have attained the CPD Marks for three consecutive CPD periods or five consecutive CPD periods respectively.
SPOB holders awarded with the CPD Mark or Premium CPD Mark may display the corresponding decal at their respective business address and print it on their pamphlets, brochures, other documents and the business cards of their employees provided that the year in which the related CPD period ends must be clearly indicated below the CPD Mark or the Premium CPD Mark.

CPD Activities

What kind of CPD activities are available? |

CPD activities may be organized by the EAA, the Government or statutory bodies (for example, the Skills Upgrading Scheme Plus courses for the estate agency trade by the Employees Retraining Board), endorsed training institutions and widely recognized professional associations whose areas of expertise are complementary to or beneficial to licensees. Activities organized by other providers usually need to be endorsed by the Professional Development Committee of the EAA. Licensees are advised to call the activity providers direct for information about course fee and registration procedures.

B. Continuing Professional Development Scheme (Mandatory - Phase I)
About the Mandatory CPD Scheme

What is the Phase I of the Mandatory CPD Scheme? |

The EAA launched the first phase of the Mandatory Continuing Professional Development (“CPD”) Scheme (“Phase I Mandatory Scheme”) on 1 January 2025 (“Implementation Date”). The purpose of the scheme is to enhance the trade’s professional standard, image and reputation by progressively imposing a continuous learning requirement, beginning with new Licensees.

Target Licensees

Are all Licensees included in the Phase I Mandatory Scheme? |

No. Not all Licensees are included in the Phase I Mandatory Scheme at this stage.
The Phase I Mandatory Scheme only applies to two categories of individual Licensees (collectively “Target Licensees”) who do not hold a valid license as at the Implementation Date (i.e. 1 January 2025) and use the passing result of a qualifying examination held after the Implementation Date to obtain a salesperson’s license or an estate agent’s (individual) licence.
In other words, (i) those who obtain a licence for the first time; and (ii) those who re-enter the estate agency trade after the lapse of their former licence for more than 24 months, will be subject to the scheme.

How do I know if I am a Target Licensee, i.e. subject to the Phase 1 Mandatory Scheme?

Licence
When granting a license, the EAA will attach a Mandatory CPD Condition to the license (including physical license and electronic license) issued to the Target Licensee, stating that the Target Licensee must obtain certain number of CPD points within the specified period of the Phase I Mandatory Scheme.
Licence List
The Licence List on the EAA’s website will also indicate whether the Licensees are included as Target Licensees in the Phase I Mandatory Scheme.

CPD Condition Period and CPD Point Requirement

What is the deadline for Target Licensees to fulfil the Mandatory CPD Conditions? |

General
Save for the situation mentioned below, the period for a Target Licensee to fulfil the Mandatory CPD Condition ("CPD Condition Period") generally aligns with the validity period of its licence. For instance, for a 12-month licence, a 24-month licence and a 6-month licence, the respective CPD Condition Periods are 12 months, 24 months and 6 months.
Exception
If a Target Licensee, before the expiration of the licence he/ she is currently holding (“the first licence”), applies for another type of licence (“the second licence”) (i.e. the Target Licensee holds both licences concurrently for a period of time) which takes effect before the first licence expires, he/she will still be required to fulfil the Mandatory CPD Condition attached to the first licence. The CPD Condition Period for the second licence will however be deferred to start on the date immediately after the expiry of the first licence, with the CPD Point Requirement for the second licence prorated according to the validity period remaining in the second licence (refer to Question 6 below).
For Example: The Target Licensee holds a 12-month salesperson’s licence, valid from 15 June 2025 to 14 June 2026, and is then granted a 12-month estate agent’s (individual) licence on 1 December 2025, valid from 1 December 2025 to 30 November 2026. The Target Licensee’s CPD Condition Periods during the two licenses are as follows:
CPD Condition Period of salesperson’s licence:
- Licence Period: 15.06.2025 – 14.06.2026
- CPD Condition Period: 15.06.2025 – 14.06.2026
CPD Condition Period of salesperson’s licence:
- Licence Period: 01.12.2025 – 30.11.2026
- CPD Condition Period: 15.06.2025 – 30.11.2026

How many CPD points do the Target Licensees need to obtain to meet the Mandatory CPD Condition? |

At the onset of the Phase I Mandatory Scheme, Target Licensees with a 12-month licence are required to obtain four CPD points during that one year, while Target Licensees with a 24-month licence are required to obtain eight CPD points during that two years. License Generally, one CPD point will be awarded for each hour of CPD activity undertaken.

What is the CPD Point Requirement for a Target Licensee if the validity period of the licence granted is not a normal 12-month or 24-month licence? |

If the CPD Condition Period license is not a normal 12-month or 24-month licence (e.g. 6 month license or exceptions as mentioned in Question 4 above), the CPD Point Requirement will be prorated according to the following formula:
- Validity period of licence remaining is less than 12 months:
CPD Point Requirement* = [No. of days remaining ÷365] x 4
- Validity period of licence remaining is more than 12 months but less than 24 months:
CPD Point Requirement* = [No. of days remaining ÷730] x 8
*Round up to the nearest 0.5 or integer (truncate to 1 decimal place)
Example (i):
A Target Licensee granted with a 12-month salesperson’s licence which takes effect on 1 August 2025, and is then granted a 12-month estate agent’s (individual) licence, effective from 1 March 2026.
The above situation is an exception referred to in Question 4. After the Target Licensee is granted an estate agent’s (individual) licence on 1 March 2026, he/she will still be required to fulfil the Mandatory CPD Condition attached to his or her salesperson’s licence (i.e. obtain 4 CPD Points within the 12 months from 1 August 2025 to 31 July 2026). However, the CPD Condition Period for the estate agent’s (individual) licence will be deferred to start on the date immediately after the expiry of the salesperson’s licence (i.e. 1 August 2026), and the relevant CPD Point Requirement will be calculated on a pro rata basis based on the remaining validity period of the estate agent’s (individual) licence. Details are as follows:
CPD Point Requirement of salesperson’s licence (takes effect on 1 August 2025):
- Validity period of Licence: 01.08.2025 – 31.07.2026 (12 months)
- CPD Condition Period: 01.08.2025 – 31.07.2026 (12 months)
- CPD Point Requirement: 4 CPD points
CPD Point Requirement of estate agent’s (individual) licence (takes effect on 1 March 2026):
- Validity period of Licence: 01.03.2026 – 28.02.2027 (12 months)
- CPD Condition Period: 01.08.2026 – 28.02.2027 (212 days)
- CPD Point Requirement: 2.5 CPD points [(212 days÷365 days) x 4 = 2.3 (round up to 2.5)]
Example (ii):
A Target Licensee granted with a 12-month salesperson’s licence which takes effect on 1 May 2026, and is then granted a 12-month estate agent’s (individual) licence, effective from 1 February 2027.
After the Target Licensee is granted an estate agent’s (individual) licence on 1 February 2027, he/she will still need to fulfil the Mandatory CPD Condition attached to his/her salesperson’s licence (i.e. obtain 4 CPD Points within 12 months from 1 May 2025 to 30 April 2026), while the CPD Condition Period for the estate agent’s (individual) licence will be deferred to start on the date immediately after the expiry date of the salesperson’s licence (i.e. 1 May 2026), and the relevant CPD Point Requirement will be calculated on a pro rata basis based on the remaining validity period of the estate agent’s (individual) licence. Details are as follows:
CPD Point Requirement of salesperson’s licence (takes effect on 1 May 2026):
- Validity period of Licence: 01.05.2026 – 30.04.2027 (12 months)
- CPD Condition Period: 01.05.2026 – 30.04.2027 (12 months)
- CPD Point Requirement: 4 CPD points
CPD Point Requirement of estate agent’s (individual) licence (takes effect on 1 February 2027):
- Validity period of Licence: 01.02.2027 – 31.01.2028 (12 months)
- CPD Condition Period: 01.05.2027 – 31.01.2028 (276 days)
- CPD Point Requirement: 3 CPD points [(276 days÷365 days) x 4 = 3.0]

CPD Activity

How can Target Licensees obtain CPD Points to fulfil the CPD Point Requirement? |

Under Phase I Mandatory Scheme, Target Licensee can earn CPD points through a variety of modes including webinars, seminars, e-quizzes, web-based distance learning, participation in pro bono work, multi-session training activities, award-bearing courses, teaching or conducting recognized CPD activities, etc.
During the Phase I Mandatory Scheme, the EAA will provide certain learning activities including, for example, seminars and on-line learning activities. Calculation of CPD Points

Can each CPD point obtained by the Target Licensees be used to fulfil the CPD Point Requirement? |

When calculating whether a Target Licensee has fulfilled the CPD Point Requirement for a specific CPD Condition Period, not all CPD points earned by the Target Licensee will be counted, including:
(1) Certain activity modes are subject to a point cap
To encourage Licensees to diversify their modes of learning, the CPD points earned through certain activity modes may be capped when calculating whether a Target Licensee fulfils the CPD Point Requirement for each CPD Condition Period (e.g. EAA e-Quiz, participant pro bono work, or teaching recognized CPD activities, etc.). If an activity mode has a point cap, the capped value is set at half of the CPD Point Requirement for the Target Licensee’s CPD Condition Period. For the activity modes and their respective point caps, please refer to Clause 6.1 of the Mandatory CPD Scheme Guidelines.
For instance, if the CPD Point Requirement for a 12-month CPD Condition Period is 4 CPD points, the CPD point cap for a particular activity mode (if any) will be 2 points. Any CPD points obtained beyond the cap (if any) will not be counted.
(2) Repeated participation in the same activity
An activity repeatedly attended within a period of 12 calendar months will not be counted CPD points the second time, regardless of whether they are conducted in different CPD Condition Periods. To help Licensees identify the activity easily, the same CPD Activity Code will be assigned to identical activities.
For example, if the Target Licensee attended the 2-hour seminar on “Understanding Land Search” organized by the EAA on both 5 December 2025 and 6 April 2026 during the 12-month CPD Condition Period from 1 October 2025 to 30 September 2026, the 2 CPD points obtained by the Target Licensee for attending the seminar on 6 April 2026 will not be counted due to the repeated content.
(3) Comply with the CPD condition imposed by the Disciplinary Committee (DC) or the Licensing Committee (LC)
In determining the compliance with the CPD Point Requirement for each CPD Condition Period under the Phase I Mandatory Scheme, the points earned in fulfilling a CPD condition imposed by the DC or the LC of the EAA will be excluded. (see Question 9 below).

If the Target Licensee’s CPD Condition Period overlaps with the period for fulfilling a CPD condition imposed by the Disciplinary Committee (DC) or the Licensing Committee (LC), how will CPD points be calculated for this overlapping period? |
| |
- If a CPD Condition Period overlaps with the period for fulfilling a CPD condition imposed by the DC or the LC, CPD points earned during that period of overlapping will be counted for fulfilling the condition that expires first.
Example (i):
Target Licensee’s licence is attached with two conditions, namely,
(1) a Mandatory CPD Condition requiring him to acquire 8 CPD points under the EAA’s Phase I Mandatory Scheme in the period from 1 May 2025 to 30 April 2027; and
(2) a CPD condition imposed by the DC requiring him to acquire 12 CPD points from seminars / lectures on Compliance and Effective Management subjects in the period from 1 August 2025 to 31 July 2026.
The overlapping period of the two conditions is from 1 August 2025 to 31 July 2026. The CPD condition imposed by the DC only counts CPD points obtained from seminars/lectures on Compliance and Effective Management subjects. As the CPD condition imposed by the DC expires first, CPD points earned during this overlapping period (if applicable) will be counted to fulfil the CPD requirements for this condition.
If the Target Licensee obtains a total of 12 CPD points from various seminars/lectures on Compliance and Effective Management subjects in October 2025, and has not earned any CPD points before, all 12 CPD points earned will be counted towards fulfilling the CPD Condition imposed by the DC as it expires first. Additionally, the Target Licensee must earn an additional 8 CPD points to fulfil the Mandatory CPD Condition before the licence renewal on 30 April 2027.
Example (ii):
Target Licensee’s licence is attached with two conditions, namely,
(1) a Mandatory CPD Condition requiring him to acquire 4 CPD points under the EAA’s Phase I Mandatory Scheme in the period from 1 May 2025 to 30 April 2026; and
(2) a CPD condition imposed by the DC requiring him to acquire 12 CPD points from seminars / lectures on Compliance and Effective Management subjects in the period from 1 August 2025 to 31 July 2026; and
The overlapping period of the two conditions is from 1 August 2025 to 30 April 2026. The CPD condition imposed by the DC only counts CPD points obtained from seminars/lectures on Compliance and Effective Management subjects. As the Mandatory CPD Condition expires first, CPD points earned during this overlapping period (if applicable) will be counted to meet the CPD requirements for this condition.
If the Target Licensee does not obtain any CPD points before September 2025, and in October 2025, a total of 4 CPD points are earned from four different seminars/lectures on Compliance and Effective Management subjects (with each activity earning 1 CPD point), then these 4 CPD points will be counted to fulfil the Mandatory CPD Condition as it expires first. Additionally, the Target Licensee must earn an additional 12 CPD points from seminars/lectures on Compliance and Effective Management subjects by 31 July 2026 to meet the CPD condition imposed by the DC.
[Note: If the Target Licensee attends two identical seminars/lectures out of the four (with each activity earning 1 CPD point) on Compliance and Effective Management subjects in October 2025, only 3 CPD points will be counted by the Target Licensee to fulfil his Mandatory CPD Condition (please refer to Question 8). The remaining 1 CPD point obtained from the repeated activity will be used to fulfil the CPD condition imposed by the DC.]
- If the end date of the CPD Condition Period is the same as the period for fulfilling a CPD condition imposed by the DC or the LC, the CPD points earned during that overlapping period will be counted for fulfilling the CPD condition imposed by the DC or the LC first.
Example (iii):
Target Licensee’s licence is attached with two conditions:
(1) a Mandatory CPD Condition requiring him to acquire 4 CPD points under the EAA’s Phase I Mandatory Scheme in the period from 1 August 2025 to 31 July 2026; and
(2) a CPD condition imposed by the DC requiring him to acquire 12 CPD points from seminars / lectures on Compliance and Effective Management subjects in the period from 1 August 2025 to 31 July 2026.
If the Target Licensee obtains a total of 12 CPD points from different seminars and lectures on Compliance and Effective Management subjects in October 2025, and has not obtained any CPD points before that, the following applies: Although both conditions expire on the same day, the CPD points earned will first count toward fulfilling the CPD condition imposed by the DC. Therefore, these 12 CPD points will all be used to fulfil the CPD condition imposed by the DC, which expires on 31 July 2026. If the Target Licensee does not obtain any additional CPD points between November 2025 and 31 July 2026, they will be unable to fulfil the Mandatory CPD Condition and will be subject to penalties upon licence renewal. Carrying Forward Excess CPD Points

Can excess CPD points earned during the CPD Condition Period be carried forward to the next succeeding CPD Condition Period? |
| |
To provide Target Licensees with flexibility in managing their work and study commitments, and subject to the restriction about CPD Point Cap in Clause 8.1(a) of the Mandatory CPD Scheme Guidelines (i.e. the point cap for certain activity modes, please refer to Question 8 above for details), any CPD points earned in excess of the requirement for a CPD Condition Period can be carried forward to the next succeeding CPD Condition Period, up to a certain limit as specified below. The maximum number of CPD points that can be carried forward to the next CPD Condition Period is half of the CPD Point Requirement for that next period (to be rounded up to the nearest 0.5 or integer).
For example, where the CPD Point Requirement for the next succeeding CPD Condition Period is 4 CPD points, a maximum of 2 CPD points accumulated in excess of the CPD Point Requirement of the previous CPD Condition Period can be carried forward to the next. CPD points in excess of the “carry-forward” limit of the next CPD Condition Period will not be counted. For details, please refer to Clause 8.1(c) of the Mandatory CPD Scheme Guidelines.
Any CPD points obtained beyond the cap for a particular activity mode (if any) cannot be carried forward to the next CPD Condition Period. For details, please refer to Clause 8.1(a) of the Mandatory CPD Scheme Guidelines.
[Note: An activity repeatedly attended will not be counted CPD points the second time, regardless of whether they are conducted in different CPD Condition Periods. Statement of Compliance with Mandatory CPD Condition

When and how should the Target Licensee notify the EAA that they have fulfilled the Mandatory CPD Condition? |

At the time of applying for a renewal of license before its expiry or grant of licence after its expiry, a Target Licensee will be required to submit a Statement of Compliance with Mandatory CPD Condition (Form II at Annex D) that he/she has complied with the CPD Point Requirement for his/her current CPD Condition Period or for the immediate past CPD Condition Period, as the case may be.
The Target Licensee is required to state all the CPD activities completed by him/ her and make a self-declaration of the number of CPD points he/she has accumulated in the Statement of Compliance with Mandatory CPD Condition, and attached with it copy of all his/her attendance records.
Such declaration shall be made through the EAA's e-Service function upon submission of application for renewal or grant of licence online or by completing Form II at Annex D if the license application is made by hand or by post.
Any false declaration made will bear legal and possibly criminal consequences.

Consequences of failure to fulfil Mandatory CPD Condition

What are the consequences if the Target Licensees fail to fulfil the CPD Point Requirements prior to the expiration of their licences? |

Failure to prove that he/she has complied with the CPD Point Requirement in time before the expiration of his/her current licence or former licence (as the case may be) would cause delay in the processing of a Target Licensee’s application for renewal or grant of licence; and his/ her eligibility to renew, be granted, or continue to hold a licence could also be affected.

Participation in Voluntary CPD Scheme

Can the Target Licensees under the Phase 1 Mandatory Scheme also participate in the Voluntary CPD Scheme? |
| |
Target Licensees under the Phase I Mandatory Scheme can also participate in the Voluntary CPD Scheme concurrently without the need of separate enrolment.
CPD points acquired from 1 October each year to 30 September of the following year for fulfilling the CPD Point Requirement under the Phase I Mandatory Scheme may also be counted towards the Voluntary CPD Scheme for that CPD period of 12 months ending 30 September, regardless of whether some of these CPD points acquired may at the same time fulfil the Mandatory CPD Condition.
